Can I obtain financing as a foreign national?

Yes. Depending on your credit references and on the down payment amount . For a foreign national with good references the average down payment required by the banks is usually 30%. If you deposit a colateral the amount to be financed could be higher.  Financing is usually 20 to 30 years at attractive interest rate.

You will usually need to provide the bank with the following:
a. 3 personal references
b. Job letter stating salary, and years working
c. 3 bank references
d. Credit report
e. Passport photocopy

Who can rent and manage my investment if I don't live in it?

We would refer a competent list of property managers who can do this for you.
a) Collect rent
b) Pay maintenance fee that includes water and gas
($300.00 monthly Apt. "A"; $350.00 Apt. "B"; $658.00 Penthouses)
c) Deposit to your account the balance
d) Pay any bills applicable
e) Send a monthly and yearly report
f) Prepare yearly income tax
g) Property tax (not applicable for 20 years)
This property has 20 years free of property taxes.

The average fee for these services is $100.00 monthly.
